The Tuvalu Fisheries Department, operating under the Ministry of Fisheries and Trade, plays a vital role in the sustainable management and development of Tuvalu’s marine resources, particularly tuna fisheries, which form the economic backbone of the country. With sovereignty over a vast Exclusive Economic Zone of approximately 900,000 km², Tuvalu consists of nine low-lying atolls that are home to around 11,000 people. Tuvalu’s fisheries generate significant revenue through access agreements, licensing, and regional cooperation, contributing significantly to the national budget.

The journey began with the Tuvalu Fisheries Department, which was in the midst of an internal transformation, such as upgrading systems, facilities, and staff capacity to meet the demands of a statutory authority. The project required a complete, fully integrated infrastructure, supporting new operational demands from day one.
Operating across remote islands with limited connectivity and logistical constraints, the client needed a complete, end-to-end solution that could be deployed quickly, reliably, and with minimal local technical effort. Also, this deployment needed to support a significantly larger user base. It required not only hardware adjustments but also precise coordination across components to ensure scalability and performance.
Having already completed successful deployments in Kiribati and Fiji through their work with the Pacific Islands Forum Fisheries Agency (FFA), DiGiCOR drew on this regional experience to anticipate Tuvalu’s evolving infrastructure needs, particularly around compute and storage scalability, even though the client did not specify a need for a future-proof solution. This understanding helped shape a tailored approach suited to Tuvalu’s unique environment.
As part of Tuvalu Fisheries Department’s objective to strengthen its Information and Communication Technology (ICT) infrastructure and ensure reliable internet and domain services, DiGiCOR delivered a fully customised solution designed to meet both performance and budget requirements. Remaining vendor-agnostic, the final solution, featuring a virtual machine (VM) setup for file shares and Active Directory as core office IT components, provides a strong digital foundation needed to support the Tuvalu Fisheries Authority’s ICT objectives and operational needs.

The hardware and software were carefully configured to match the client’s previous setup while being scaled to support more users. Adjustments were made to accommodate growing demands, including additional components and updated specifications.


To streamline deployment, DiGiCOR supplied a pre-assembled and pre-tested system, along with a detailed documentation pack that included a component manual, configuration details (IP addresses, usernames, and passwords), interconnection guides, and a complete network diagram. Therefore, the client’s in-house engineers could just deploy the solution immediately upon delivery.

Through this upgrade, Tuvalu Fisheries Department now operates a complete, scalable infrastructure that supports over 100 users across multiple islands, enabling real-time communication, streamlined operations, and improved fisheries monitoring and compliance. This transformation strengthens their ability to manage Tuvalu’s marine resources effectively while supporting its expanded mandate as a statutory authority.
